Instructional Placement

State regulations require that the instructional placement of ELLs meet their academic needs and that they be placed in an appropriate grade for their age when entering a school in Rhode Island. The ELL should not be place more than one grade level below that appropriate to his or her age unless the leaner has had limited formal schooling. Students at the secondary level must receive appropriate credit for course-work completed before their enrollment in a secondary school in the state. Parents need to be provided with a description of the student’s placement and the reasons for that placement referral.                         

Rhode Island has established ELL instructional time requirements for a student who is eligible to receive ELL support services based on his or her language proficiency level determined by the W-APT and/or ACCESS for ELLs scores. The state has adopted the following time requirements for ELL instruction and support:

Instruction should be aligned with the WIDA standards, develop the ELLs ability to understand, speak, read and write academic English, and incorporate content knowledge and concepts aligned with state standards and Grade Level Expectations (GLEs).
